Travis, It does come with the universal mounts .

Q: Are these for 7/8 dia handle bars on a 2005 crf450r?

the mounts cater for most standard handle bars. They also come with 2 sets of spacers which you should be able to fit around most handle bars. i didnt use the spacers as my handle bars are shaped/slanted, so a little piece of rubber works 100% for my ktm.
