What usb-a wall plug should be used to charge this with?

It comes with the cord that is meant to charge the power bank. All you need is the adapter part. Can also just plug it directly into your USB-A drive on your computer and allow it to charge that way. My multi-tap has USB-a outlets too, so I just use those if charging the power bank itself. First-time charge will take a couple hours but after that you should be fine.

What is the usb a port maximum amperage the pack can deliver? can it deliver this while the pack is being charged on the usb c port?

The pack is not able to charge a separate device while being charged itself. It states this very plainly. It can only do one or the other, but not simultaneously.
