Q: How do you use the straps inside to secure the dog?

There are two (probably for two small dogs). Clips on collar like a small leash.

To fold the pet stroller (to place back into your car or for storage), face the front of the stroller, grasp the black plastic grips located on both sides of the stroller with both hands (the grips are midway between the top & bottom of the stroller), pull the grips upward at the same time to release the stop points & collapse the stroller.

Q: Can it hold 2 less than 10 pound dogs with lots of room
