Q: does this kill them? or can you take it outside and let them out

This is to attract ladybugs... not to kill them.

Q: Does anyone know if these are effective in Arizona this time of year?

Don't know about Arizona but I didn't have much luck with them in summer in Nevada, my cherry tree was covered with black aphids and lures were too small to atttach to the tree branches. I did put them on rose trees but didn't notice more lady bugs. May be our DRY climate.

No this is use to attach them to ur garden . What u have in your home is Asian lady bug and they are different. I use Tempo outside every year to keep them out . Works great!
