Why cant you use a case with a metal ring?

The metal ring gets in the way of it lying flat against the charger.

where is the part that plugs into wall?

It's on the back of the base if the stand.

Is the hole on the front USB-C pass-through?

There is no hole on the front of the charger. The mini USB connector is on the back of the unit. And, it is a pass-through. Great little charging stand. Even works with my case on it.
