Q: Is this reversible and is it heavy

No, I don't think it's reversible, but it's not heavy.

Q: Need cleaning instructions...don't think I can throw it in the washing machine!???

I put the cape in the dryer with a "Dryel" sheet to dry clean it. It did fine. If you are concerned about using the "home" dry cleaning method I would even take it to a dry cleaner to have it freshened up. I didn't put it in the washing machine so I can't say how the cape would survive.

Q: I'm 5'11" and going to a masquerade prom, is this too big or small?

It depends on where you want it to fall on your legs. it's pretty long. I'm 5'6" and comes to my ankles.

Q: how maleable is the collar? will it be stuck up right or will I be able to bend it however i want (a little more down close to the shoulders)?

Yes you will be able to bend the collar a little close to the shoulders. It worked great with my phantom costume
