The Whiskey Rebellion 1791-1794 (also known as the Whiskey Insurrection) was a tax protest in the United States during the presidency of George Washington. The so called "whiskey tax" was the first tax imposed on a domestic product by the newly formed federal government. In Western Pennsylvania, farmers refused to pay the tax and attacked the collectors sent from the government. It is believed that one of the flags that were used in the protest was a blue field flag, containing the device of an eagle holding a ribbon it its beak, and thirteen six-pointed stars scattered about the field. There were also reports of striped flags like the Sons of Liberty flag and modified Stars and stripes flags being used in the violent protest over the right of the new national government to leavy taxes.
