Q: how fast does the paint dry on these plastic eggs?

I did 3 colors of splatter painting on the eggs and it dried within an hour.

Q: Are these plastic and fillable or solid? I plan on making play food for my kids play kitchen.

They are solid. Plastic with a matte finish. My kiddo loves playing with them as pretend kitchen food as well as decorating like Easter eggs.

Q: Can the seam from manufacturing be sanded smooth?

I would say no. They are very thin flexible plastic and would easily show any wear/scratches in my opinion.
