It’s exactly what it says, it’s just missing the binder. You’ll have to buy one yourself

wrong size inserts
The holes on the inserts for the cash envelopes are misdrilled. The smiley face page works but I had to add another hole manually to get them in the binder. Asking for a replacement. Not sure it is worth waiting until Feb to get it.
