Q: Will this crush a 12 oz tall seltzer can?

It is just tall enough for a regular 12 oz. soda can.

Q: Can the 16oz crusher also crush 12oz cans or 16oz only?

It will crush both and it works well and is well constructed Cowboy Jolee

Q: When I am pulling the lever, it gets stuck in two parts of the crusher because the metal is touching. Is there a way to fix this?

When I pull the lever down on mine it only crushes the can until the can is about an inch thick. Then the can is crushed. From the design of it I don't believe it was ever meant to crush the can flat. However it does the job well. I hope that helps?
