Q: what in the inside diameter of the ring. i need it to be 2" minimum

The inside diameter is about two and one sixteenth inches, maybe a smidge bigger, but if the rod outside diameter is two and an eighth inches, the ring will not slide. I was really glad to find these and they have been great for us.

Q: What are the dimensions?

They are not any larger than typical curtain rod rings.

Q: How wide do these open to clip on the rail?

I bought them because I use a curtain pole in my bathroom of SS 1.5 inch diameter. They fit nicely. I assume they will open enough to fit a pole of 1.75 inches. They are nice looking and shine. After some time the shine will dull a little but no rust at all. I bought 3 sets a few years ago and no rust.
