Insanely small
For reference, I usually wear an XS or Small/size 4. I don't have particularly skinny or thick legs.I ordered the XS based on the measurements given. These knee pads would probably only fit a medium-sized child between the ages of 8 - 10 years old. The two ends did not meet to velcro onto my knees.

Great price for light duty pads
These are made for dance but I got them for work. I spend a lot of time kneeling on concrete. These are comfortable and give sufficient padding to keep my knees from hurting. I like the way the fit, the lightweight design, and the overall comfort. I would imagine for dance they would be great as well but I don't actually dance so I can't be sure. What I can say is that when you are wearing them you hardly notice because they are light and comfortable.
