Is this just a bag or does it have some kind of treatment that kills them?

it's a big plastic bag, and also a pouch of chemical. It's difficult to fit the mattress in it. I ended up just using a hand-held steamer and that worked great.

will the bag enclose a california king size bed?

Does not work well, had to trash everything to get rid of the pest

How long do you keep the mattress in the bag?

It only needs to be in the bag for up to a week to kill eggs. I would do that just to he safe because you can't always see them. Then buy a bed bug cover for your mattress , box spring and pillows for future protection
