Yes, but lose heat along the way quickly.

What is the coldest outside temperature this can take before i have to take it down?

Ours stayed up all last winter with lows @ -20* temp

Does the bottom inflate where you sit?

No but it is cushioned. I purchased a mat to put underneath but don't think I really need it.

Do I need a pad under the tub?-It is going on Trex deck

Not sure what trex deck is but I put mine right on cement and didnt need anything under it . Hope this helped
