Q: Can a stylus be used for accurate hand drawing in a program such as Blue Beam?

It's touch-capacitance, not Wacom or N-trig. The standard hollow-rubber-half-ball styluses work. I used to have an Adonit Jot Pro (http://www.amazon.com/dp/B00931LZCE) that would work with my other touch-capacitance devices, so it may give you the accuracy you desire.

Q: Will the touch option work with a Raspberry Pi 3B+??

It works with the Pi 3B+. Be sure to install the screen calibration app and increase the mouse rate.

Q: I want to use this for a trade show where i can mount it and rotate it. act as a big tablet. do you know if it can auto rotate? any suggestions?

It won’t rotate on its own, however you can get it almost all the way flat. It tilts and flattens pretty smooth.
