Q: Do you think it would be good enough to wrap around outside pillars and add lights?

They should work fine but its all about what you use to adhere them to the pillars. As I recall we used a cup hook in the wood at the top and wrapped downward, and maybe a long zip tie along the way.

Q: Would it work to wrap the branches of a tabletop Christmas tree?

It is very thin so it should work for a table top tree.
