Small = 34-36 waist. Medium = 38- 40 waist

Q: What size would be best for 28" waist and 31" leg measured groin to floor? For a tall slim teenager.

I’d say small because if you buy a medium the waist will be too big and leg will look baggy so I’d say go for a small, the leg length will be fine.
