It does have snowflakes when you shake it, but I don't think I'd want a child that young to have it just in case it was to get broken. No problem with an older child.

Yes, this is made from Resin Stone and a glass dome.

This is a glass snow globe and not recommended for 3 year olds.

I think so, but mine came broken. It is so cute, but the bubble globe is paper thin. Very cute though.
