Will this replace a manufacturer part number for my hydraulic oil filter Zinga 8A2525P, w/ by-pass? I am not yet sure of the thread size.

Will this fit my new holland boomer 20 part no. 40195621?

Unfortunately, that number is not in my cross reference. Based on the pictures I found online I believe the 40195621 is bigger than the Zinga AE-25 and so they are most likely not compatible.

Does it have a by-pass feature?

The filter itself does not have a bypass feature. Zinga builds the bypass feature into the housing the filter attaches to. For instance the ZAF-07-25-0 has a built in 25 PSI bypass.
