Not sure I understand the question. Yes you could keep sleeve in album cover. I bought for 7 inch vinyl records so there wasn't a cover.

I'm not sure. This paper is acid free. I believe it's only plastic inner sleeves can increase static charge on a vinyl record. Paper should be safe.
