Q: Does it work with regular 18 volts power drill?

volt of the drill does not matter BUT THE GRIP of that shaft may require another part

All 6 blades are the same, 0.82mm (0.032") thick.

Q: would this attachment work on a normal drill/driver, like if a dewalt driver would have enough rpm to cut through something.isthis for dremel ordrill?

It may fit your drill/driver, however rpms could be a problem since the rotary cutting blades are not the best quality.
