Q: If I sprayed it on a car, would it wipe off?

It... should? I got this for that exact reason, and in my experience it does, but not easily. It takes a LOT of scrubbing, and if you have an old scuffed paint job, it might leave a little of the spray paint behind. In short, it doesn't wash off as easily as the specifically washable car paint, but it does come off with a little effort. I guess, "test in an inconspicuous place".

Q: Does it easily wash away with water? We need to wash this away as soon as we are done (a few hours).

It can be washed off using a power washer or hose, if you put your finger on the end of the hose then the water will shoot faster like a power washer.

Q: Is it safe to use on human skin?

I don't know if it is safe on skin, but I would not recommend it. It doesn't wash off as easily as you might think and seems more like a paint than a chalk.
