You can pretty much fill them to 2/3, keeping in mind, you need to leave room for the top piece to be inserted. you can pretty much figure it out based on what you are filling it with. sometimes 2/3, sometimes 3/4 I can get away with but 2/3 is a safer bet with less spilled or wasted.
