How is the wind measured with this, are there instructions?

Lots of VERY incorrect answers here. As a pilot, I have knowledge of their design intentions. Windsocks are designed to give direction AND wind velocity approximations. They are calibrated in dimension so if the sock is full, the winds are 20+ mph. Each orange band fully inflated indicates approximately 5 mph of wind velocity. The caveat here is whether these socks have been built to those parameters. Typically, a "for real" windsock will have a bit of inner framework at the mouth from which the sock is suspended and held open parallel to the ground.

would the sock wind around the pole?

There is a swivel on the windsock to hang it from - what we did is use a 1/2 inch wide flat bar bent at 90 degrees approximately 1 foot one side and about 8 inches on the other side, drilled a 1/4 inch hole in the end of the 8 inch side and attached about 12 inches of 5/16 chain to it, and then hung the windsock on the chain. The 12 inch side of the flatbar drops down into a 3/4 inch ID pipe which is my mast - this flatbar and mast allows the windsock to travel 360 degree as the wind changes and keeps the windsock just far enough away from the mast to keep from rubbing on it. The windsock will float like a leaf falling from a tree.

Do the vertical bars indicate a specific wind speed?

The windsock is divided into four sections. Each bar represents 5 knotts. This allows you to estimate wind speed.

would it be responsive to low speed winds, such as 3-5 mph?

I don’t know the answer to your question because I don’t have a wind speed reader to look at when winds are 3-5 mph. What I do know is that this wind sock works and acts just like the one you see at the airport and as pilots we know that 3-5 mph winds are considered calm winds so not much reaction on the wind sock at very low wind speeds. All I can say is I’m happy with this product and highly recommend it. The bright orange color will eventually fade out in a year or two. And also I would not use this device as a way to tell if it’s a good day to fly or not because my wind sock is at my house and not at the airport therefore different winds from both places. Always refer to the official aviation resources to decide whether to fly or not.
