Yes, the Cisco Business 140AC access point can work with any router and using Cisco router is not a "must". Be aware that the access point is powered via PoE (802.3af/at capable device) or power injector. Management is done through Cisco Business Mobile App (Android or iOS) or Cisco Business Dashboard. Can you do mac address filtering directly in the ap or is that something that can only be managed externally?

Yes. You can restrict or permit a particular client joining your network by enabling the MAC Filtering on the AP. Does it support wpa3 enterprise? 10.4 version supports wpa3 sae aka personal. enterprise encryption may have higher hardware req. that can slow speed

Can you please provide a link to the actual tool needed to tighten the security screw? Torx M2x5.5mm is not helpful.
