Q: Will this be uncomfortable if it is touching skin? Should I get leather instead?

No you won't be uncomfortable if this belt touches skin. The nylon is heavy duty yet non-abrasive and breathable. The buckle is high density polymer that is hypo-allergenic.

Q: can it be cut to be shortened vs a spec ops belt? thanks

The belt is two nylon webs glued together to stiffen it for a CCW.. There is a 4 inch or so strip of Velcro at the non buckle end. Cutting it there would shorten or remove the Velcro. Good luck.

Q: I usually wear a 38 size pants with a holster in my waist band, what size would fit me best?

The usual rule is to add at least two inches to the belt size. You might consider a bit more if it is a big SOCOM or 1911 Gvt.

Q: can the tan one be worn with ocps?

It's 1.5 inches so I'm guessing you can.
