Q: Is this tent fire proof? Would it hold up with an outdoor heater?

It is not fireproof but it does hold up to a heater, just keep a panel open or some ventilation

it comes with ties for the top. its a great tent, but requires at least two people to put up

Q: One of the above photos does not show the roof cross bar supports up near the peak. Does the 20 x 40 include the 7 support roof cross bars?

All parts are included and solid. We are really impressed at how well the metal parts were made and the gauge of the tent canvases. We have had high winds and our tent has done really well in the wind. We placed it in our parking lot and anchored with weights at the bottom of all posts.
