Out of the package, they measure 0.425 thousandths (27/64" or 10.82mm).... thick or tall, how ever you want to say it.. They come with a double sided self stick 'foam' pad... and when 'that' is compressed (as it will be when in use), they measure 0.375 thousandths (3/8" or 9.41mm)... Also, they measure 0.985 (63/64" or 25mm) in diameter. I just happen to have an unopened package on hand so just grabbed my caliper and double checked. Hope this helps some.

Q: Will these work on wooden chairs and shag carpeting (1 1/2" pile)?

Using them on wooden chairs and an oriental rug - and they are fine - don't know about shag carpeting.

Q: Is it rubber or hard plastic on the side that touches the floor.

Hard plastic. My previous apartment had natural wood floors & it didn't affect them any, though the chairs rarely got used, when they did they slid across the floor much better. I now have laminate type wood floors, but I also have a rug under the table and they still slide good across it as well.
