Hmm. You might have gotten a bad one. Mine was full when I ordered. I would email the seller and see if you can get a replacement or your money back.

I really don't know about that. I like the lotion because I have extremely dry skin, including my feet, which really enjoy this cooling moisturizing lotion. I don't know how it works on different kinds of feet. Sorry I couldn't be of more help.
