This unit has to be plugged into an outlet in order for it to operate. It does not operate on batteries. It comes with a 110V adaptor

Q: are you supposed to be able to hear it? the directions said that it would be nearly silent but me and my sister hear it just fine.

Some people may hear ultrasonic frequency or a humming noise with the unit but it is silent to most people.
