Q: does this work with pastel pencil?

I'm not sure it would as the surface of this paper is quite smooth. There isn't much 'tooth' for the pastel.

Q: Is this paper suitable for block printing?

Probably but I'm a colored pencil artist. Maybe someone else will be able to give you an answer on that
