Q: What is the diameter of the base?

I can save you a lot of problems in the future with this sprayer. Don’t worry about the base diameter, just don’t buy it. It is a poorly constructed product with horrible customer service. My first one lasted about a month. Was sent new parts to replace what they said was the issue and still have a sprayer that doesn’t hold pressure and leaks in about 10 places. For the money I would suggest looking at another product. Just bringing 100% honest

Q: What kind oil should I use for the pump Seal?

Where it says "Oil here", you can use vegetable oil, WD-40, or other liquid lubricants.

Q: How tall is the actual tank not including the pump assembly?

From the bottom to the top of the fill flang is 15 5/8 inches. The tank that holds the liquid is 13 1/4 and the attached flang is 2 3/8. I really like this sprayer. I got some solids in the tank that clogged the trigger and spray tip, but it was so easy to take apart and clean. I put it back together with a little silicone grease and it works like a charm.
