Will 35lb plate fit in the middle of there are 45lb plates on the bottom

Yes, it will fit perfectly well. There is a space about 1" ~ 1.5" between after placed the 35lb plate in the middle and the 45lb plate on the bottom.

If I understand your question correctly. The first bar where your plates go on is 10" inches from the ground.

Does it come with weights and if so what size ?

No. It's just a stand. Weights are to purchased separately. The Olympic size weights fit this stand

Can I put rubber caster wheels on the bottom to make it able to move around?

Doubtful. This product is similar to weight trees in a commercial gym. It is meant to hold up to 1000 lbs in Olympic plates.
