I cannot close the holes

I had to use hot glue to close the holes. It worked well enough but still not great.

If I didn't fill it with anything, is it super light then? I want to use it for my toddler for Halloween.

Yes! I haven't put anything in ours & my 3 old has no problem with it, it works just fine without anything in it.

Does this come with 2 Dumbbells?

It comes exactly as shown ~ One complete Dumbbell with three colored weights on each side, that can be filled with sand or water to make them heavier as the child grows. They are adorable. I remember when I watched by three year old open them and the big Ohhhhhh. A very Cute Product.
