Q: I'm looking to make beaded tie backs, do you think these are suitable? Size and quality?

Yes there just the right size. There not to big to we're they don't look nice. The 4mm are just perfect .

Q: Would these be a good size to add beading to a clothing item?

Personally I wouldn't use a bicone. Perhaps a rondelle? When designing embroidered collars I try to stay away from bicones. Good luck.

Q: Would these beads be the right size for baby braclets?

for braclets for babies i would go a bit bigger beads like 6mm and in round shape

Q: Is the hole size big enough for crochet with a sport weight merino/cashmere yarn?

This hole size is very small at 0.6mm / 0.024". You would need to be using thread not yarn for these beads.
