Q: Can you put this together NOT using the lower shelf? Would the strength still be the same for the top?

About the Metal Workbench, the lower shelves must be assembled together.

Q: is this table able to withstand long term outdoor exposure in an outdoor kitchen?

I used mine in the garage, so I don't know about outdoor. Probably under the shade and doesn't get wet all time. It's stainless steel, so it should last a long time.
