Q: Can this steel be sharpened? How does one sharpen this tool?

Mine came with a small file and a tool to help hold.the.blade.for sharpening

Q: does the throw pouch have a grommet hole on it, for ease of throwing by attaching a rope??? One of the product comments said no grommet hole?

The storage pouch doubles as a throwing pouch and it does have 2 grommets on it. However, one of the grommets on mine tore off when I added too much weight to it.
