Q: Can you bury the 25mm conduit and then run a 10mm armoured cable through it later?

Yes as long as you don't put any tight hands on it. Put rope in it to pull uour cable with before you Bury it.

Q: Does this need earthing if used to protect a buried electrical cable running to a garage?

I really don't know the answer, sorry. The metal is coated with PVC and I used it to bring an electrical cable up an outside wall.

Yes, it can. I’ve used it for protecting cables to my fish pond, through soil and concrete. Easy to use and is surprisingly flexible. Highly recommended!
