Can an iron be in use and hot and set down with the flat ironing side sitting directly on the holder, that is, it is not for storage of a cool iron?

Yes you can put it flat down, although, I wouldn't suggest putting it down when your iron is on steam. It tends to make little puddles of water while the steam is coming thru.

Can you leave a hot iron directly on this for a few minutes without melting the plastic?

The plastic will not melt, but l have found that if you are steam ironing and rest the iron flat, the water leaks out. I was disappointed with that. Hope this helps.

Attachable to ironing board?

It sits on ironing board, I saw no way to attach it to the ironing board
