It has a thin netting material behind it. I used a sewing machine to sew around the flowers and then went back and hand-stitched areas that my sewing machine couldn't reach because of pearls getting in the way. That probably isn't the most professional way to do it, but it worked for me.

I am not sure if you can use fabric glue to add the appliqué on a garment, because it was sewed on the fabric. I did use fabric glue to glue rhinestones on it.
