Q: Will this work as a passive cooler? without the fan it's a perfect height for my htpc case. i'm going to pair this with an athlon 200ge (35w tdp)

depends on the airflow in the case more than anything if youre going to go passive. Also you can always undervolt and downclock to reduce the TDP even further, especially under load. For the 200GE, you're going to need to update the BIOS to get overclocking options unlocked.

Q: Will this fit siverstone sst-sg13 when using sfx psu?

Specs on that case say 61mm limit on cpu cooler and this cooler is 65mm with fan, the NH-L9a-AM4 will clear or according to Silverstone's site that case will support 120 or 140 aio options as well.

Q: how well can this handle an overclocked ryzen 5 1400 at 3.7ghz?

It has been working very well on a R5 1600X at 3.8 ghz for about 6 months now, no complaints.
