Q: is this product a genuine Avon product?

It certain is from me I have been an Avon representative for 36 years

Q: Is this cream tested on animals

If you google it it says that Avon do not test any of their products on animals.

Q: Why was i only given 1 i would not pay 12.95 for 1 when i ordered this product it said x 2 but only 1 delivered why

They may mean the dual eye system. You do end up with a gel to the upper area and a cream for the lower eye area. 2 in 1.

Q: Is the date on the bottom of the jar date of expiry, or date of manufacture?

As with ALL cosmetics, the date is the MANUFACTURE date. The contents are good for 2 years after that manufacture date if unopened. Once open, there is a little symbol on the post that looks like a pot with the lid off and a number. This is the number of months that the cosmetic will last after opening. Most creams are 12 months.
