Should this item be diluted with water or used undiluted in a spray bottle?

The directions state the product should be sprayed directly on the skin. I have used this product as directed daily for many months. It does not cause irritation.

Can this be use for eyelashes?

Yes, just dilute it by 1/2 and use a wet,but not soaked, washcloth and gently apply firm even pressure for approximately 2-4

Could someone describe the smell? Taint too sure if fresh scent is very “perfumey” in this product.

Because no one smells things the same, i can say it makes body odor clean in scent. There are trade offs in life. This stuff is a good deal. I'm ordering again. That should tell you something.
