My ankle circumference is 23cm. should i buy medium or large ?

My ankle is just over 24cm, and the LARGE size was way to small. I returned it, and had a message saying the sizings were wrong. So I don't think I would purchase this style one. If it doesn't fit, you can always send it back.

I have size 4 to 5 feet and was wondering if I should get a small or a medium.
