Q: Does it prevent UV rays of the sun from coming through?

Yes, or so it seems. It does block the sun out as I'm driving and it keeps my face from turning red. I'm very pleased with it.

my package had one but it was returned, wouldn't fit on the roof handle, you may want to check with customer service for sizing

Q: how does it work with the window down? Does it flap in the wind?

Yes, if your window is down, it will flop un the wind. Window up works best to keep the sun off of your face.

Q: Would this work for a suv or jeep latitude?

it doesn't work for any car. it's a waste of money.
