Yes these are opium producing poppies,as you know it is illegal to produce the opium but legal to grow the plant

Q: When is the best time of year to plant these seeds; and can you just plant them in a border and they will appear this time next year?

These will be best sown in Autumn now for flowering next Spring/Summer,just gently rake them in

Q: Are these the same as the hungarian blue papaver somniferum or are they even bigger?

Sorry I don't know, they are quite large but don't know how they compare
