Q: Will it stick the curtain pole hooks to the wall and hold up the curtains and pole?

Yes I would. I would say light curtains for sure. Not tried heavy curtains on mine.

Q: Can this be removed once applied to a surface?

Depends on the surface... this is serious stuff, I used it to hold artificial grass in place, grass has not moved once, even after much abuse from a load of kids.

Q: Can this be used to stick hanging hooks to a metal/plastic photo frame?

I haven't tried it that way, but I have tried using it on wooden beading scotias, well I still had to nail it. So thumbs down from my side. Best of luck though.
