Q: Will this add water repellency?

This is a mild detergent only. You need to use the DWR spray after washing which will add water repellency. This will be heat activated in the dryer. Here's a good video:https://youtu.be/I4N6ZuKTZ_c

Q: Can I just use gentle non fragrant detergent instead?

If you are going to use a normal detergent, then do not use a liquid formulation. For some garments many companies specify using a granular form of detergent if one is not going to use a specialty detergent.

yes i used it on gore tex golf rain suit.seemed to work very well at cleaning it.i also refreshed with spray waterproofing after wash.haven't been out in rain yet to see results.
