Q: Is this a cast steel anvil or a cast iron anvil with a steel face?

Cast iron with steel face. Not a bad anvil for the price. Wont dent the face as long as you have hot metal in between. Missed a few swings when I first got it and it put tiny indentions in the face

Q: is this actually usable hardened steel, or cast iron junk?

It is hardened steel. I tested the anvil I bought with hrc scale files. The 50hrc file would not scratch anywhere on the face of the anvil. The 55hrc file would occasionally scratch the face. The 60hrc file would consistently scratch the face.

Q: why are some anvil horns painted and should I remove the paint to use the horn?

Any serious use of the horn end such as stretching the hot metal is going to chip and burn off the paint anyway. I would remove it with a flap wheel and treat it with 50/50 mix of boiled linseed oil and bee's wax.
