Q: How can I return this chair? The headrest is one of the reasons I bought it but it doesn't come anywhere near my neck!!!

Agreed. The headrest on the chair is absolutely pointless and is almost always at least a fists length away from your head.

Q: What height are the arm rests? I need them lower enough to fit under my desk otherwise I find I sit too far from the desk and lean in.

Thanks for your question - the arm height from the floor to the top of the arm is 635mm at minimum, and 820mm at maximum height.

I believe you can set it underneath when building it, but its not a flick of a lever kinda thing.
